Senior Programme Manager, Government Innovation
Will was a Senior Programme Manager working on Nesta's people-powered public services and education programmes.
Will led the team's early years, children and young people work – and designed and delivered a range of programmes, including managing the £1 million Early Years Social Action Fund, which helped scale parent-powered family support programmes that help children to achieve developmental milestones by directly supporting parents. Alongside this, Will also worked with a number of charities and social enterprises to grow and scale volunteer tuition and youth mentoring programmes for disadvantaged pupils.
While in Nesta's education team, Will also led Nesta's work making the case for a broader education that focuses on a wider range of skills such as creativity, social and emotional skills, and problem-solving.
During his time at Nesta, Will published numerous blogs and reports, including Parents Helping Parents, The People-Powered Shift, and The Value of People Power.
Before joining Nesta, Will worked at Essex County Council for four years, leading their public service innovation work. His work has included using predictive analytics to identify risk earlier and better target interventions, developing a £1 million Essex Challenge Prize Fund and introducing behavioural insights to Essex. He also played a leading role in the council's system thinking agenda, where he led the development of a place-based vision for Essex, involving over 100 senior leaders across all sectors in the county.
Will previously worked for the Australian Department of the Prime Minister and Cabinet on energy and climate policy and developing a business case for an Australian behavioural insights team. He also has experience in academia, where he worked as a research associate at the University of Oxford for the Pro-Vice Chancellor.
He holds an M.Phil in Geography and the Environment from the University of Oxford and a first-class B.Sc (Liberal Arts) from University College Utrecht.
