Nesta's response to Welsh Government consultation to make the food environment healthier

The Welsh Government has called for views on the draft regulations and enforcement approach for The Food (Promotion and Placement) (Wales) Regulations.

Nesta wholeheartedly believes that regulations which support making the healthy choice the easy choice for consumers are a good thing. The legislative power of the Welsh Government in restricting volume price promotions of high fat, salt and sugar (HFSS) products, and the location of sales of these products, is significant. Nesta will be publishing new modelling work later this year, which evidences the feasibility and projected impact on rates of obesity of HFSS price promotions policies.

Our recommendations

  1. Ready-to-drink milk-based drinks (eg, flavoured milk, hot chocolate and iced coffee) should be subject to the regulation, given the high calories associated with these drinks.
  2. Introduce more tools to make it easier for businesses and enforcement officers to comply and enforce the regulations - from an HFSS calculator tool, to clear communication and training on proposed aisle end restrictions where they diverge from the English regulations.
  3. Implement new policies not currently in place in other parts of the UK, such as restrictions on temporary price promotions and meal deals, and mandatory health targets for large retailers
